<p><b>Q2 FY23 Financial Results</b></p>
<p>Total revenue (GAAP and non-GAAP) for the second quarter of fiscal year 2023 was $228.1 million, compared with $211.9 million (GAAP and non-GAAP) in the second quarter of fiscal year 2022. A reconciliation of GAAP and non-GAAP results is included in the financial tables below.</p>
<p>Product revenue (GAAP and non-GAAP) for the second quarter of fiscal year 2023 was $111.8 million, which was approximately 49% of total revenue in the period. This compares with product revenue (GAAP and non-GAAP) of $101.6 million in the second quarter of fiscal year 2022, which was approximately 48% of total revenue in the period.</p>

<p>Service revenue (GAAP and non-GAAP) for the second quarter of fiscal year 2023 was $116.3 million, or approximately 51% of total revenue in the period. This compares with service revenue (GAAP and non-GAAP) of $110.3 million in the second quarter of fiscal year 2022, which was approximately 52% of total revenue for the period.</p>
<p>NETSCOUT’s income from operations (GAAP) was $21.4 million in the second quarter of fiscal year 2023, compared with $12.2 million in the second quarter of fiscal year 2022. Non-GAAP EBITDA from operations in the second quarter of fiscal year 2023 was $59.1 million, or 25.9% of non-GAAP quarterly revenue for the period. This compares to non-GAAP EBITDA from operations of $53.0 million in the second quarter of fiscal year 2022, or 25.0% of non-GAAP quarterly revenue for the period. The Company’s operating margin (GAAP) was 9.4% in the second quarter of fiscal year 2023, versus 5.7% in the same period of the prior fiscal year. Non-GAAP income from operations was $54.0 million with a non-GAAP operating margin of 23.7% in the second quarter of fiscal year 2023. This compares to non-GAAP income from operations of $47.3 million and a non-GAAP operating margin of 22.3% in the second quarter of fiscal year 2022.</p>
<p>Net income (GAAP) for the second quarter of fiscal year 2023 was $17.4 million, or $0.24 per share (diluted), versus $7.9 million, or $0.11 per share (diluted), for the second quarter of fiscal year 2022. On a non-GAAP basis, net income for the second quarter of fiscal year 2023 was $41.3 million, or $0.57 per share (diluted), compared with $35.3 million, or $0.47 per share (diluted), for the second quarter of fiscal year 2022.</p>
<p>As of September 30, 2022, cash, cash equivalents, and marketable securities were $367.1 million, compared with $703.2 million as of March 31, 2022, and $475.8 million as of September 30, 2021. The change in cash, cash equivalents, and marketable securities since March 31, 2022, was primarily driven by two factors. First, NETSCOUT entered into an accelerated share repurchase agreement (the “ASR agreement”) in the first quarter of fiscal year 2023 to repurchase $150 million of the Company’s common stock. NETSCOUT received 70 percent of the total shares estimated to be repurchased pursuant to the ASR agreement in the first quarter of fiscal year 2023, receiving approximately 3.3 million shares in the period, and expects to receive the remaining 30 percent when the ASR agreement transaction concludes, which is expected to occur no later than December 31, 2022. Second, NETSCOUT repaid $150 million of its outstanding debt balance under its revolving credit facility during the first quarter of fiscal year 2023. The Company’s outstanding debt balance under its revolving credit facility was $200 million as of September 30, 2022. The Company’s $800 million revolving credit facility will expire in July 2026.</p>

<p><b>First-Half FY23 Financial Results</b></p>
<ul class="bwlistdisc">
<li>For the first half of fiscal year 2023, total revenue (GAAP and non-GAAP) was $436.9 million, versus total revenue (GAAP and non-GAAP) of $402.2 million in the first half of fiscal year 2022. A reconciliation of GAAP and non-GAAP results is included in the financial tables below.</li>
<li>Product revenue (GAAP and non-GAAP) for the first half of fiscal year 2023 was $210.1 million, compared with $183.6 million in the first half of fiscal year 2022.</li>
<li>Service revenue (GAAP and non-GAAP) for the first half of fiscal year 2023 was $226.8 million, compared with $218.6 million in the first half of fiscal year 2022.</li>
<li>NETSCOUT’s income from operations (GAAP) for the first half of fiscal year 2023 was $12.3 million, compared with $1.5 million in the first half of fiscal year 2022. The Company’s operating margin (GAAP) for the first half of fiscal year 2023 was 2.8%, versus 0.4% in the first half of fiscal year 2022. The Company’s non-GAAP EBITDA from operations for the first half of fiscal year 2023 was $88.9 million, or 20.4% of non-GAAP total revenue, versus non-GAAP EBITDA from operations of $80.6 million, or 20.0% of non-GAAP total revenue, in the first half of fiscal year 2022. The Company’s non-GAAP income from operations for the first half of fiscal year 2023 was $78.5 million with a non-GAAP operating margin of 18.0%, compared with non-GAAP income from operations of $69.1 million and a non-GAAP operating margin of 17.2% for the first half of fiscal year 2022.</li>
<li>For the first half of fiscal year 2023, NETSCOUT’s net income (GAAP) was $10.3 million, or $0.14 per share (diluted), compared with a net loss (GAAP) of $3.4 million, or a loss of $0.05 per share (diluted), in the first half of fiscal year 2022. Non-GAAP net income for the first half of fiscal year 2023 was $59.4 million, or $0.81 per share (diluted), compared with non-GAAP net income of $50.3 million, or $0.67 per share (diluted), for the first half of fiscal year 2022.</li>

<p><b>Financial Outlook:</b></p>
<p>NETSCOUT is reiterating its revenue outlook (GAAP and non-GAAP) as well as its diluted net income per share outlook (GAAP and non-GAAP) for fiscal year 2023, all of which were previously issued by the Company on August 4, 2022, in its first quarter fiscal year 2023 earnings press release. NETSCOUT’s financial outlook for fiscal year 2023 remains as follows:</p>

<li>Revenue (GAAP and non-GAAP) is expected to remain in the range of $895 million to $925 million.</li>
<li>GAAP net income per share (diluted) is expected to remain in the range of $0.62 to $0.68. Non-GAAP net income per share (diluted) is expected to remain in the range of $1.97 to $2.03.</li>
<li>A reconciliation between GAAP and non-GAAP numbers for NETSCOUT’s fiscal year 2023 outlook is included in the financial tables below.</li>

<p><b>Recent Developments and Highlights</b></p>
<ul class="bwlistdisc">
<li>In October 2022, Swisscom, NETSCOUT, and Ericsson jointly announced what’s believed to be the world’s first solution to enable 5G packet data processing in the cloud. The combination of Ericsson’s cloud-native dual-mode 5G Core with built-in software probes and NETSCOUT’s vSTREAM addresses the industry challenge of providing end-to-end monitoring and securing 5G networks when handling cloudification and encryption. By enabling cloud-based packet data processing and network function monitoring, this solution allows for dramatic improvements in network service assurance, analytics, and cybersecurity. The solution has been introduced to Swisscom’s newly deployed cloud-native, TLS-encrypted 5G network.</li>
<li>In late September 2022, NETSCOUT announced the findings from its 1H2022 DDoS Threat Intelligence Report. The findings demonstrate how sophisticated cybercriminals have become at bypassing defenses with new Distributed Denial of Service (DDoS) attack vectors and successful methodologies. By constantly innovating and adapting, these attackers are designing new and more effective DDoS attack vectors, as well as doubling down on those existing methodologies that are already effective. According to the report, there were more than six million global DDoS attacks in the first half of 2022. In addition, attackers conducted more pre-attack reconnaissance, exercised a new attack vector called TP240 PhoneHome, created a tsunami of TCP flooding attacks, and rapidly expanded high-powered botnets to plague network-connected resources. The report also highlighted the significant geopolitical implications of DDoS attackers today, as many of these bad actors have openly embraced online aggression to cause geopolitical unrest through high-profile DDoS attack campaigns.</li>
<li>In mid-September 2022, NETSCOUT announced that it had completed validation of the integration of its Omnis® Cyber Intelligence (OCI), the central console for its advanced network detection and response solution, with Palo Alto Networks Panorama<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" /> management platform, which centrally manages all form factors of Palo Alto Networks market-leading ML-Powered Next-Generation Firewalls. This integration will provide enterprise security operation teams with end-to-end, packet-based visibility at scale, which is critically important for blocking threats with speed and consistency. In addition, this partnership will allow joint customers to solve their network and security challenges more easily.</li>
<li>In early September 2022, NETSCOUT announced its successful collaboration with Aruba, a Hewlett Packard Enterprise company, to test and validate the use of NETSCOUT services with Amazon Web Services (AWS) Cloud WAN and Aruba EdgeConnect Enterprise SD-WAN. As a result, shared customers can now leverage an architecture that offers end-to-end visibility into the performance of workloads and application services deployed across data centers, remote sites, and the AWS global network.</li>
<li>In August 2022, NETSCOUT introduced Arbor® Insight, a groundbreaking technology that, when combined with Arbor Sightline, dramatically enhances and extends threat detection, service delivery, and network operator visibility to address the evolving threat landscape. 										<content:encoded><![CDATA[<h4><i>Findings reveal DevOps, DevSecOps, and AIOps adoption increased while mainframe security remains a top concern</i></h4>
<p><b>HOUSTON – October 6, 2022 – </b><a href="https://www.bmc.com/?cid=pr-pr-MainframeSurvey2022&amp;cc=pr&amp;sn=pr">BMC</a>, a global leader in software solutions for the Autonomous Digital Enterprise, announced findings from its annual <a href="https://www.bmc.com/documents/e-book/mainframe-innovations-advantage-for-enterprise.html?cid=pr-pr-MainframeSurvey2022&amp;cc=pr&amp;sn=pr">mainframe survey</a><sup>1</sup> that reinforce the mainframe as a key platform for innovation. Organizations are bringing the mainframe to more of the enterprise, and digital transformation is increasingly inclusive of the mainframe. The insights align with the company’s focus on providing intelligence-driven solutions that span all IT and business environments from mainframe to the cloud.<i></i></p>
<p>Ninety-five percent of the more than 1000 executive and technical professionals surveyed have a positive perception of mainframes and state that the mainframe is a long-term platform that is growing and adding new workloads. In addition, perceptions of mainframe technologies, the ability of mainframes to serve enterprise data-driven use cases and practices, and usage capacity have increased over the last year.</p>
<p><b>AIOps and DevOps increase resiliency for mainframe organizations</b></p>
<p>Mainframes play a valuable role in enterprise innovation to deliver real-world results. The survey shows that adopters of AIOps and DevOps are seeing clear value from their investments, and the adoption of new tools and processes in key areas like DevOps, DevSecOps, and AIOps all increased from the previous year.</p>
<p>In AIOps, adoption is growing as implementation barriers decline. The mainframe is moving firmly into enterprise AIOps, as witnessed by the decreased use in non-mainframe environments and increased use in combined environments. The adoption of DevOps on the mainframe also continues to be a trend, as  DevOps and collaboration deliver real-world results. According to the survey:</p>
<ul>
<li>Sixty-five percent of respondents report the combined use of AIOps in their mainframe and distributed environments. With the increase in AIOps adoption, more enterprises include mainframes in their enterprise wide AIOps initiatives, reinforcing the mainframe as a valuable platform for innovation.</li>
<li>More than twice as many respondents this year reported no challenges implementing AIOps on the mainframe, with the expense of implementation dropping by 8% over last year.</li>
<li>Seventy percent of large organizations reported DevOps use within their mainframe environment.</li>
<li>Silos between teams are declining, and collaboration is increasing, with 53% of respondents sharing DevSecOps roles – and 57% sharing platform ops roles – across mainframe and distributed environments.</li>
<li>Forty-four percent report site reliability engineering (SRE) as a shared role that includes the mainframe.</li>
<li>Mainframe AIOps and DevOps adopters point to increased enterprise resiliency, with 70% reporting faster visibility into service issues. Applications developed in-house are being delivered faster than a year ago, reinforcing the mainframe’s business value, with 76% realizing value in under 12 months.</li>
</ul>
<p><b>Security and compliance lead mainframe priorities</b></p>
<p>For the third year, security and compliance lead the list of priorities for mainframe organizations, with 67% of respondents citing these as top issues, a 6% increase over last year. These priorities demonstrate a growing awareness of the need to effectively secure mainframe environments, although most businesses have not moved fast enough to adopt countermeasures or effective practices. As a result, privileged user monitoring and sharing event data with enterprise Security Information and Event Management (SIEM) have declined in production environments.</p>
<p>“The growth of mainframe innovation continues,” said John McKenny, senior vice president and general manager, Intelligent Z Optimization and Transformation at BMC. “While significant progress is being made in implementing DevOps and AIOps, there’s still a need to train staff to accelerate and more quickly realize the benefits. Slow rollouts today can lead to a lost competitive edge tomorrow. Now is the time to consider professional services to fill short-term needs.”</p>
<p>“The survey points to enterprises needing to prioritize SIEM integration for real-time visibility of mainframe threat events to help prevent data theft, loss, or business disruptions,” continued John McKenny. “As the mainframe becomes a more integral part of enterprise security initiatives like Zero Trust, it will be imperative to prioritize best practice alignment across teams. C-level executives need to back and invest in these efforts to fast-track improvements and embrace automation.”</p>

<h4 class="bwalignc" style="text-align: center;"><i>Ireland, India, Taiwan, and Finland battered by DDoS attacks resulting from the Russia/Ukraine war</i></h4>
<p>NETSCOUT SYSTEMS, INC. (NASDAQ: NTCT) today announced findings from its 1H2022 DDoS Threat Intelligence Report. The findings demonstrate how sophisticated cybercriminals have become at bypassing defenses with new DDoS attack vectors and successful methodologies.</p>
<p>&#8220;By constantly innovating and adapting, attackers are designing new, more effective DDoS attack vectors or doubling down on existing effective methodologies,&#8221; said Richard Hummel, threat intelligence lead, NETSCOUT. &#8220;In the first half of 2022, attackers conducted more pre-attack reconnaissance, exercised a new attack vector called TP240 PhoneHome, created a tsunami of TCP flooding attacks, and rapidly expanded high-powered botnets to plague network-connected resources. In addition, bad actors have openly embraced online aggression with high-profile DDoS attack campaigns related to geopolitical unrest, which have had global implications.&#8221;</p>
<p>Deployed in most of the world&#8217;s ISPs, large data centers, and government and enterprise networks, NETSCOUT Arbor DDoS attack protection solutions send anonymized DDoS attack statistics to NETSCOUT&#8217;s Active Level Threat Analysis System (ATLAS<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" />). This data, which includes visibility into more than 190 countries, 550 industries, and 50,000 autonomous system numbers (ASNs), is then analyzed and curated by NETSCOUT&#8217;s ATLAS Security Engineering and Response Team (ASERT) to provide unique insights in the report. No other vendor sees and knows more about DDoS attack activity and best practices in protection than NETSCOUT.</p>
<p>Key findings from the 1H2022 NETSCOUT DDoS Threat Intelligence Report include:</p>
<ul class="bwlistdisc">
<li>There were 6,019,888 global DDoS attacks in 1<sup>st</sup> half of 2022.</li>
<li>TCP-based flood attacks (SYN, ACK, RST) remain the most used attack vector, with approximately 46% of all attacks continuing a trend that started in early 2021.</li>
<li>DNS water-torture attacks accelerated into 2022 with a 46% increase primarily using UDP query floods, while carpet-bombing attacks experienced a big comeback toward the end of the second quarter; overall, DNS amplification attacks decreased by 31% from 2H2021 to 1H2022.</li>
<li>The new TP240 PhoneHome reflection/amplifications DDoS vector was discovered in early 2022 with a record-breaking amplification ratio of 4,293,967,296:1; swift actions eradicated the abusable nature of this service.</li>
<li>Malware botnet proliferation grew at an alarming rate, with 21,226 nodes tracked in the first quarter to 488,381 nodes in the second, resulting in more direct-path, application-layer attacks.</li>
</ul>
<p><b>Geopolitical Unrest Spawns Increased DDoS Attacks<br />
</b>As Russian ground troops entered Ukraine in late February, there was a significant uptick in DDoS attacks targeting governmental departments, online media organizations, financial firms, hosting providers, and cryptocurrency-related firms, as <a href="https://cts.businesswire.com/ct/CT?id=smartlink&amp;url=https%3A%2F%2Fwww.netscout.com%2Fblog%2Fasert%2Fddos-threat-landscape-russia&amp;esheet=52924900&amp;newsitemid=20220927005076&amp;lan=en-US&amp;anchor=previously+documented&amp;index=1&amp;md5=cbdb67e66f74d4626531b99692518de8" rel="nofollow" shape="rect">previously documented</a>. However, the ripple effect resulting from the war had a dramatic impact on DDoS attacks in other countries too, including:</p>
<ul class="bwlistdisc">
<li>Ireland experienced a surge in attacks after providing service to Ukrainian organizations.</li>
<li>India experienced a measurable increase in DDoS attacks following its abstention from the UN Security Council and General Assembly votes condemning Russia&#8217;s actions in Ukraine.</li>
<li>On the same day, Taiwan endured its single-highest number of DDoS attacks after making public statements supporting Ukraine, as with Belize.</li>
<li>Finland experienced a 258% increase in DDoS attacks year-over-year, coinciding with its announcement to apply for NATO membership.</li>
<li>Poland, Romania, Lithuania, and Norway were targeted by DDoS attacks linked to Killnet; a group of online attackers aligned with Russia.</li>
<li>While the frequency and severity of DDoS attacks in North America remained relatively consistent, satellite telecommunications providers experienced an increase in high-impact DDoS attacks, especially after providing support for Ukraine&#8217;s communications infrastructure.</li>
<li>Russia experienced a nearly 3X increase in daily DDoS attacks since the conflict with Ukraine began and continued through the end of the reporting period.</li>
</ul>
<p>Similarly, as tensions between Taiwan, China, and Hong Kong escalated in 1H2022, DDoS attacks against Taiwan regularly occurred in concert with related public events.</p>

<p>Through the new BMC Compuware ISPW Git integration, mainframe development teams have the flexibility to fully adopt Git or use the ISPW feature-branching sandbox for a fully controlled and isolated environment to create and change code. With a simple right-click, Git users take full advantage of the ISPW mainframe build, test, and deploy capabilities in their CI/CD pipeline. According to <a href="https://www.bmc.com/forms/forrester-report-measure-the-roi-of-modern-mainframe-development.html?cid=pr-IZOTQ1FY23-sw-03-wp-04062022&amp;cc=pr">Forrester</a>, leveraging modern mainframe development tools increases developer productivity by 175% and deployment frequency by 600% without compromising quality<sup>1</sup>.</p>

<p>Using Veracode integration with BMC Compuware Topaz Workbench, organizations can now discover security risks in mainframe applications early in the development lifecycle. The modern integrated development environment (IDE) of the BMC Compuware Topaz Workbench solution edits and debugs code, followed by the Veracode IDE Scan that identifies vulnerabilities in the code written. The Veracode integration allows developers to shift left and scan code for security defects early in the development lifecycle, where it is easier and less costly to fix.</p>

<p><strong>Zero Trust Security and Ransomware Protection</strong></p>
<p>An industry-first for mainframe environments, the BMC AMI Enterprise Connector for Illumio product allows customers to achieve a successful Zero Trust implementation by serving as a two-way translator between Illumio’s Zero Trust segmentation and the mainframe. In addition, the BMC AMI Command Center for Security system surfaces malicious performance activity for incident responders, reducing operating costs with the ability to automate password resets and offload security monitoring workloads to reduce usage charges. These innovations allow organizations to improve their security posture by preventing compromise at multiple layers to protect against damaging ransomware attacks.</p>

<p><strong>Enabling Uninterrupted Service </strong></p>
<p>By combining predictive analysis and actionable details into a single interface, the BMC AMI Ops solution now assures operations teams of uninterrupted service by helping them respond to potential problems before they occur. The solution uses artificial intelligence (AI) ready out-of-the-box to begin surfacing the root cause of an issue through an intuitive interface that presents data in a prioritized, at-a-glance view for fast remediation. Smart card and certificate support provide an added level of security without additional complexity.</p>

<p>BMC also recently <a href="https://www.bmc.com/blogs/bmc-ibm-db2-thirteen-day-one-support?cid=pr-IZOTQ1FY23-sw-03-wp-04062022&amp;cc=pr">announced day one support</a> of the latest IBM® Db2® and IBM® z16<img src="https://s.w.org/images/core/emoji/17.0.2/72x72/2122.png" alt="™" class="wp-smiley" style="height: 1em; max-height: 1em;" /> release, working with IBM so that the entire portfolios of the BMC AMI and BMC Compuware mainframe solutions are compatible with both Db2 13 and IBM z16.</p>
